Common charges - telephone bill

Here are some common charges that are usually found in a phone bill:

911 - This charge is imposed by local government to help pay for emergency services such as fire and rescue.

Federal Excise Tax – It is a three percent (3%) tax mandated by the federal government for all telecommunication services. This includes local, long distance and wireless bills.

(Federal) Subscriber Line Charge – This charge may appear as "FCC Charge for Network Access," "Federal Line Cost Charge," "Interstate Access Charge," "Federal Access Charge," "Interstate Single Line Charge," "Customer Line Charge" or "FCC-Approved Customer Line Charge.” The FCC caps the maximum price that a company may charge for this. This is not a government charge or tax and it does not end up in the government’s treasury.

Local Number Portability Charge (LNP) – This charge provides residential and business telephone customers with the ability to retain their existing local telephone numbers when switching from one local service provider to another. This is not a tax but a fixed monthly charge.

State & Local Municipal Tax – It may also appear on the phone bill as “Gross receipt tax” in some state. Imposed by the state, local and municipal governments on goods and services.

(State) Subscriber Line Charge – Mandated by some states’ public service or utility commissions to compensate the local phone company for part of the cost of providing local telephone lines associated with state services.

Relay Services Charge – It is a state charge that helps to pay for the relay center, which transmits and translates calls for hearing-impaired and speech-impaired people.

Universal Service Fund (USF) or Universal Connectivity Fee - The USF helps to make phone service affordable and available to all Americans, including consumers with low income and those living in areas where the costs for providing telephone service is high. This fund helps provide schools, libraries and rural health care providers with discount phone services. Congress has mandated that all telephone companies providing interstate service must contribute to USF.

Cell Phone Fraud

Cell Phone fraud may occur in two different ways: Identity Theft and Cell Phone Cloning.

Identity Theft occurs when someone signs up for service with fraudulently obtained customer information or false identification. Lawbreakers use your personal information and use it to set up a cell phone account in your name.

It may take a while to solve identity theft and it could be a long and difficult process for the victim. Call your carrier if you think you have been a victim of identity theft.

Cell Phone Cloning Fraud

Every cell phone is supposed to have a unique factory-set electronic serial number (ESN) and telephone number (MIN). A cloned cell phone is one that has been reprogrammed to transmit the ESN and MIN belonging to another (legitimate) cell phone.

Unscrupulous people can obtain valid ESN/MIN combinations by illegally monitoring the radio wave transmissions from the cell phones of legitimate subscribers. After cloning, both the legitimate and the fraudulent cell phones have the same ESN/MIN combination and cellular systems cannot distinguish the cloned cell phone from the legitimate one. The legitimate phone user then gets billed for the cloned phone’s calls.

Careless Dialing

Be very careful when placing a collect or other operator-assisted calls, or you or the party you are calling may end up paying a higher rate. The unexpected charges may come as a result of a new scheme involving "fat-finger dialing."

How it happens: You place a call from a public phone or payphone, intending to use a service like 1-800-CALL-ATT or 1-800-COLLECT. But you misspell or hit an incorrect button when dialing. You accidentally dial something like 1-800-CALLAT.

You get connected to the party you wished to call, but the phone company that connects you is not the one you intended to use. Instead, it is a company that secures 800 numbers related to well-known ones. For example, a company secures the number "800-CALLAT".

The company banks on the possibility that you might accidentally misspell or misdial your intended number. Often, the company won't identify itself to you or the person receiving the collect call before connecting the call. The charges for the misdialed call are 2 to 3 times higher than it would have been.

Dial carefully so that you can avoid this problem. Listen to the handset while dialing the number to make sure you hit each number only once. If you are not sure you dialed correctly, hang up and start again.

Call Waiting

Call Waiting is a phone service feature that allows you to receive a call even if you are using the line. A discreet tone alerts you to the new caller so you can answer your second incoming call by putting your first caller on hold. Consumers have the option of answering or ignoring the incoming call but cannot connect all parties (connecting parties is considered as a conference call or three-way calling).

Call Splashing

Call splashing happens when you place a call from a public phone/payphone, hotel or airport phone and gets routed to a distant call center before it gets transferred to your chosen long distance carrier.

Your preferred long distance carrier might unintentionally bill your call as originating from the distant call center, rather than from your actual location. As a result, you may be charged a higher long distance rates for the call.

To avoid this kind of problem listen carefully to the operator and do NOT consent any call transfers unless you understand where the call is being transferred. Also, check your phone bill and make sure that the origination and destination of the call is correct.

Difference between a direct call and an operator-assisted call

If you dial the entire number to place a long distance call it is called direct dial. Dialing the phone number directly can give you the best rate on your long distance or international call.

When an operator helps you place your call it is an operator-assisted call. This will always cost more because of the "convenience" of the service. The cost of this convenience could be a dollar or more per minute for the entire call. That would ruin any savings you might have had with a good plan. Always dial your destination directly for lower rates to save money.

Never use an operator when making an international call unless it is an absolute emergency. You will be shocked when you receive the bill. Obviously for every rule there are exceptions like: collect calls, person-to-person and third party billings. But whenever possible use dial direct or use a dial around service.

When using an operator to place a call, here are some helpful tips:

The best way to place your call is to dial "0" followed by the number you wish to call, such as 0-987-654-3210. This will help make the connection faster. This method could be less expensive depending upon the carrier. Stop Telemarketing!!!

It is irritating for some people to receive telemarketing calls at home. There is a way for you to be able to lessen the call, the Telephone Preference Service or TPS can help you with that. Register your phone number on their do-not-call list and you will receive less telemarketing calls or calls from different organizations and charity.

Even though name removal through TPS is general in nature. You can lessen the number of calls from telemarketers from a specific company by having them place your number in the company’s do-not-call list the next time the company calls you.

90# Telephone Scam

If you receive a call from a representative or technician of a phone company asking you to pres 9, 0 and # then hangs up to complete the maintenance check of your phone – be warned! By doing this you are enabling that person to make long distance or international calls that will be charged to your phone number.

Telephone companies calling to check about technical and other types of phone service or billing problems will NOT call and ask a subscriber to dial a specific series of numbers before hanging up the phone receiver. These types of calls are made to trick subscribers into taking actions that will enable the caller to place fraudulent calls.

For business lines this scam works if you are served by a private branch exchange (PBX) or private automatic branch exchange (PABX). By doing this, it enables the person to make long distance calls that are billed to your office phone number.

What You Need to Know:

Telephone company employees calling to check about technical and other types of phone service or billing problems will NOT call and ask a subscriber to dial a specific series of numbers before hanging up the phone receiver. These types of calls are made to trick subscribers into taking actions that will enable the caller to place fraudulent calls.
This scam only works if your phone is served by a private branch exchange (PBX) or private automatic branch exchange (PABX).


If your company utilizes either a PBX or a PABX, you or your company’s telecommunications manager should contact the manufacturer of the PBX or PABX and the phone companies that provide you with local or long distance service to obtain information about the type of security systems available to protect your phone system from toll fraud.

Get the name and telephone number.

EasyBill is ECG's paperless billing option that lets customers receive their monthly ECG bill online. EasyPay is ECG's paperless payment option that lets customers pay their monthly ECG bill electronically via credit/debit card or bank draft.
